SYSTRA Philippines provided technical assistance to the LRT 1 South Extension Concessionaire (Light Rail Manila Corporation or LRMC) in their preparation of claims versus Grantors (Government of the Philippines) for non-compliance with Concession Agreement provisions on key performance indicators (KPIs) and the Terms of Reference/Maintenance Plan. Specifically, it entailed the assessment of capital costs required to return the existing LRT1 system to its April 2014 condition, particularly, the 106 minutes cycle time and 87 LRVs availability.
Specific tasks performed by SYSTRA include:
- Validation and quantification of claims for each of the parameters provided by the Concession Agreement (CA) for the Manila LRT 1 Cavite Extension Project, as bases to allow the Concessionaire to claim for the failures of the Grantors to comply with the CA.
- Site inspections, interviews with maintenance personnel of client, review of historical maintenance accomplishment reports
- Participation in meetings and preparation of comprehensive reports
