The Department of Transportation and Communications (DOTC) and the Philippine National Railways (PNR) launched a rehabilitation program with the goal of re-opening the PNR’s Bicol Express service. Below are some of PNR’s capital improvement projects:
- Track Rehabilitation from Tutuban to Los Baños Laguna
- Double Tracking from Sucat to Alabang
- Track Ballasting for Hondagua Division
- Railway Bridges Repair and Rehabilitation
- Station Development and Station Yard Fencing
- Reconstruction/Renovation of Station Buildings including platform and passenger shelter improvements
- Repair of Nine (9) Diesel Multiple Units (DMUs)
- Rehabilitation of Three (3) Locomotives

The DCCD-PRIMEX-ALAI-EDCOP-SYSTRA Joint Venture bagged this 18-month project that ended in February 2017, for which SYSTRA was the internal technical lead partner.
